Changing the rules should be harder than making an everyday decision. Members vote anonymously for or against the change; the result shows the totals, and the change passes only if two-thirds of the votes support it — the threshold your statutes ask for.   • Must reach a winning outcome — at least 66% support required; runoff rounds if needed.
